David has been working at North Richmond Community Health since the 1980s, and has always enjoyed the involvement with the various communities in Richmond and surrounds. He really values working with great colleagues and loves the excellent facilities of the new North Richmond building, which our community so richly deserves.

David also works in a Liaison role at St Vincent’s Hospital, which aims to “join up” hospital care with General Practice and improve the flow of communication about patients to all healthcare providers.

Dr Elizabeth Segal

Libby has worked at North Richmond Community Health for many years.  She enjoys working with patients from a variety of different cultural backgrounds and being part of a health care team.

Libby provides shared antenatal care with Melbourne’s public maternity hospitals. Outside of work, she enjoys reading, singing and walking.

Dr Gloria Moscattini

Gloria has enjoyed working with patients at North Richmond Community Health for many years and in particular enjoys working with patients from many different communities.

Gloria provides Shared antenatal care with the Royal Women’s and Mercy hospitals. In addition to providing general contraceptive advice, Gloria can insert Implanon. When not working Gloria enjoys bike riding and working in the garden.

John has been a GP at North Richmond Community Health since 1994. John works part-time at North Richmond Community Health and also works as a Research Fellow at the Department of General Practice at the University of Melbourne.

  • Long-term conditions such as diabetes

Robin has a Masters of Health Science in Infant and Parent Mental Health and worked for 11 years at the Mercy Mother and Baby Clinic. She enjoys the diverse cultures in Richmond and working with people who face challenges related to their emotional health.

Dr Ines Rio

Dr Ines Rio

Ines graduated from Monash University in 1988. She has since become a specialist general practitioner and has postgraduate qualifications in public health, obstetrics, venereology and governance.

As well as working with us, Ines works as a doctor at the Royal Women’s Hospital, were she is a GP obstetrician and runs the shared maternity care program, and as the medical advisor for the City of Melbourne. She is a member of a number of committees involved in healthcare.

She is married with two teenage children and enjoys gardening and her family.

Dr Matt Penn

Dr Matt Penn

Matt has been in General Practice for a number of years. He is a registered s100 HIV prescriber and s100 Hepatitis B prescriber. He is a prescriber for HIV Pre Exposure Prophylaxis (PrEP).  He is also interested in Hepatitis C management and sexual health. He performs implanon insertions and removals.

Dr Jessie Rafeld commenced at North Richmond Community Health Centre in February 2022.  Jessie offers general consulting, with special interests in mental health, LGBTQIA+ health,  refugee and asylum seeker health, and paediatrics. She is also qualified to insert and remove the Implanon implant.
